An important step has been taken to develop strategic cooperation between Azerbaijan and Turkmenistan. President of Azerbaijan Ilham Aliyev signed a decree approving a series of documents strengthening the legal framework of cooperation between the two countries in the fields of economy, energy, customs, and other areas.

The respective documents officially bring into force the agreements reached during the high-level interstate negotiations held in Baku on June 22, 2026. The package of documents envisions measures aimed at developing several key areas of bilateral relations.

Among them, the framework Agreement defining the main directions for developing and deepening economic cooperation is of particular importance. This document is aimed at strengthening the legal foundations for expanding trade and economic relations between the two countries, creating new opportunities for cooperation, and implementing joint projects.

New agreements were also approved in the customs sphere. The entry into force of a specialized protocol between the respective customs agencies of the two countries on maintaining mutual trade statistics and providing mutual assistance will contribute to more efficient execution of trade operations, improvement of information exchange, and the development of cross-border cooperation.

Cooperation in the energy sector is also given a special place in the document package. The expansion of cooperation on the efficient use of the energy potential of the two countries, the development of sectoral relations, and the implementation of joint initiatives is envisaged.

In addition, measures related to developing interagency cooperation in the areas of defense and food security were defined. The implementation of agreements in these areas was assigned to the relevant state bodies and the Food Safety Agency of Azerbaijan.

The approval of the documents demonstrates the further strengthening of the legal and institutional framework of interstate relations between Baku and Ashgabat. This step also creates new opportunities for the practical development of cooperation between the two countries in economic, energy, and other strategic directions.

For the practical implementation of the agreements, the Ministry of Foreign Affairs of Azerbaijan was instructed to send official notifications to the Government of Turkmenistan regarding the completion of the respective domestic state procedures.

The entry into force of the new package of documents will create conditions for developing new areas of mutually beneficial cooperation between Turkmenistan and Azerbaijan, expanding trade and economic ties, and increasing the scale of joint projects.
