Attention: Fines Increased for Trade and Services in Unauthorized Locations

Turkmenistan has increased penalties for trading in unauthorized places. Violators may face fines from 50 to 100 manats or other administrative measures.
Administrative responsibility in the sphere of trade and services is being strengthened in the legislation of Turkmenistan. Based on the new Law signed by President Serdar Berdimuhamedov on April 11, 2026, significant amendments have been made to Article 322 of the Code of Administrative Offenses.
These adopted amendments and additions will officially come into effect on May 1, 2026. From that date, those engaged in trade in unauthorized locations will face new fine amounts and measures.
According to the legislation, hand-to-hand (street) trading or offering services in the following places is considered an administrative offense:
- On streets and squares;
- In the courtyards of residential buildings;
- In the entrances (porches) of buildings;
- In other places not specifically designated for trade and services.
According to the new amendments, one of the following administrative measures may be applied to those trading in unauthorized locations:
- Issuance of a warning.
- Confiscation of goods: The transfer of items (goods) that are the object of the violation to state ownership without compensation.
- Monetary fine: From 0.5 to 1 unit of the base amount (the fine will now range from 50 to 100 manats).
The base amount used for calculating administrative fines in our country is 100 manats. This increases the importance for citizens to follow the new legal requirements and conduct trade activities only in designated markets and shopping centers.
