Future-Oriented Solutions: Results of the Off-site Cabinet of Ministers Meeting

At the Cabinet’s offsite meeting in Lebap region, key issues of economic growth, industry, agriculture, and international cooperation were discussed. In Q1 2026, production increased and new projects were approved, strengthening the country’s sustainable development.
The agenda of the meeting primarily addressed issues concerning the improvement of the state’s legal system. According to information provided by the Chairperson of the Mejlis, D. Gulmanova, preparations for the twelfth session are currently underway. Among the new draft laws being developed are:
- Amendments regarding administrative offenses;
- New regulations on industrial safety and financial reporting;
- Acts regulating the migration and fisheries sectors.
Economic Indicators of Lebap Region: First Quarter of 2026 The report by Vice-Premier H. Geldimyradov revealed specific results achieved in the region. During the reporting period (January – March), industrial production increased by 0.2%. Significant progress was noted in food security:
- Vegetables: 28,9% growth;
- Flour production: 13,9% growth;
- Trade turnover: increased by 11,3%. Additionally, the revenue part of the local regional budget was fulfilled by 113.4%, proving the financial stability of the region.
Industry, Energy, and Agriculture Special attention was given to the sectors considered the "golden fund" of the country.
- Oil and Gas: "Türkmengaz" and "Türkmengeologiýa" were tasked with developing new fields in Lebap and increasing the capacity of the Seydi Oil Refinery.
- Construction and Chemistry: Production of superphosphate at the Turkmenabat Chemical Plant and construction of the "Türkmengips" plant in Dostluk city are continuing at a rapid pace.
- Agriculture: Specific instructions were given regarding the care of wheat fields and completing the cotton sowing within the established deadlines.
International Cooperation and Strategic Relations Foreign Minister R. Meredov highlighted the comprehensive strategic partnership between Turkmenistan and the People's Republic of China. Preparations are underway for the seventh meeting of the Intergovernmental Turkmen-Chinese Committee, to be held in Ashgabat on April 16, 2026. Key cooperation areas include:
- Transport and Logistics: Developing the China — Turkmenistan — Caspian Sea — Europe corridor.
- Technology: Exchange of experience in artificial intelligence, cybersecurity, and digitalization.
- Energy: Joint development of new gas fields.
Social Policy and Culture The President approved proposals for the construction of social facilities in the Lebap region, specifically the new building complex of the S. Seydi Pedagogical Institute and a modern commercial market in the Farap district. Protecting the region's historical monuments and modernizing museum operations were identified as priority directions for cultural policy.
The off-site meeting chaired by Honorable President Serdar Berdimuhamedov in the Lebap region was a celebration of a well-thought-out strategy aimed at increasing the economic power of the entire state and further improving the people's standard of living.
