
Yesterday, Honorable President Serdar Berdimuhamedov chaired a digital meeting of the Cabinet of Ministers. It summarized the work carried out in the country during the first three months of this year.
First, Chairperson of the Mejlis D. Gulmanova reported on the results of the work performed in January-March 2026. It was noted that working groups in the Mejlis are currently drafting laws aimed at protecting the rights and interests of citizens, ensuring industrial safety, improving accounting and financial reporting, developing entrepreneurship, protecting the environment, and increasing the efficiency of migration and customs services.
Mejlis deputies, together with representatives of the Central Election Commission and political parties, actively participated in organizing the elections held on March 29 for vacant seats of deputies and members of local councils (Halk Maslahaty and Gengesh).
Credentials were accepted from the Ambassadors of Chad and Indonesia. Eight bilateral meetings were held. Deputies attended 26 training seminars and undertook 5 foreign business trips. A conference on gender equality was organized with UNFPA. Digital meetings were held with female parliamentarians from Pakistan and friendship groups from Mongolia.
The President emphasized the importance of modernizing legislation according to the requirements of the time.
Deputy Chairman H. Geldimyradov reported on macroeconomic indicators for the first quarter. GDP growth reached 6.3%. Growth rates were: industry 2.4%, construction 6%, transport and communications 10.3%, trade 8.3%, agriculture 2.4%, and services 8.3%. Total production increased by 10.4%. The state budget revenue was fulfilled by 102.3%, and expenditure by 97.2%. Salaries, pensions, and stipends were paid on time. Investments rose by 5.3%.
The President instructed the Vice-Premier to maintain steady GDP growth and strictly monitor the targeted use of budget funds.
Vice-Premier G. Agajanov reported on the oil and gas sector for January-March 2026. "Turkmennebit" State Concern fulfilled the oil production plan by 106.9% and oil refining by 108.7%. Production plans for gasoline (119%), diesel (111.8%), polypropylene (100%), lubricants (100.4%), liquefied gas (126.7%), and natural gas (107.5%) were also met.
The President ordered continued efforts to increase hydrocarbon exports and efficient use of production capacities.
Vice-Premier T. Atahallyew reported on agriculture. The industry growth rate was 106%. Specific fulfillments included the Ministry of Agriculture (103.7%), Environment Protection (106.8%), Water Management (103.8%), "Turkmenpagta" (103%), and Food Industry (110.6%). Investment utilization reached 168.1%. Seasonable work for wheat care and cotton sowing is ongoing.
The President stressed the importance of increasing production quality and conducting seasonal work according to agrotechnical standards.
Vice-Premier B. Annamammedov reported on the construction and industrial complex. The plan was fulfilled by 128.2%. Fulfillments included Ministry of Construction (105.6%), Industry (128.5%), Energy (104.7%), and Ashgabat Municipality (116.4%). "Turkmenhimiya" State Concern reached 152.7%.
The President instructed to strengthen the energy sector and modernize highways.
Vice-Premier N. Atagulyew reported on trade and entrepreneurship. Growth in trade turnover reached 108.3%. Textile production grew by 103.3%. "Turkmenhaly" fulfilled its plan by 111.4%. The State Commodity and Raw Materials Exchange held 72 sessions. UIET reported food production growth at 107.6% and industrial at 106%.
The President instructed to ensure the availability of food in markets and expand the variety of textile products.
Vice-Premier B. Seyidowa reported on cultural events for the year "Turkmenistan — Land of Swift Horses." Events included celebrations for March 8, Nowruz, a festival of bakhshis in Dashoguz, and the 5th anniversary of the Gurbanguly Berdimuhamedov Charitable Fund in Arkadag City.
The President highlighted the study of cultural heritage and preparation for the 35th anniversary of Independence.
Vice-Premier B. Mammedov reported on education, science, and sports. Students won 410 medals at international Olympiads, and athletes won 123 medals. The National Strategy for Scientific-Medical Diplomacy for 2026-2052 was approved.
The President instructed to enhance digital systems in universities and promote a healthy lifestyle.
Deputy Chairman and Foreign Minister R. Meredow reported on foreign policy. Key events included the National Leader's visits to the USA in February and China in March. In the first quarter, 158 delegations visited Turkmenistan, and 265 went abroad. Political consultations were held with the UAE, Austria, UK, and China. An Iraqi diplomatic mission opened in Turkmenistan.
The President instructed to continue advancing political, economic, and humanitarian relations globally.
Vice-Premier B. Annaýew reported on transport and communications. Growth in services reached 114.1%. Cargo transportation grew by 102.7% and passenger transport by 102.9%. Specific growth: Railways (106.9%), Road Transport (125%), Aviation (117.4%), and Communication (114%).
The President instructed to implement interdepartmental electronic data exchange and maximize the use of Turkmenbashi Port.
In conclusion, the President noted that GDP growth remained stable at 6.3%. He congratulated the people on the upcoming World Health Day on April 7.
