
Today, honorable President Serdar Berdimuhamedov held a meeting of the Cabinet of Ministers via a digital system. It summarized the results of the work carried out in our country during the first two months of this year.
First, the Speaker of the Mejlis D. Gulmanova provided information on the results of the work performed during the two months of this year. As noted, currently work continues on introducing amendments and additions to the Laws of Turkmenistan on Administrative Offenses, the Criminal and Criminal Procedure Codes, "On Migration," "On Fishing and Protection of Biological Water Resources," "On Licensing Certain Types of Activities," "On Accounting and Financial Reporting," and several other legislative acts. In order to ensure a high organizational level of the elections to be held on March 29 for members of the People's Councils (Halk Maslahaty) in newly created districts in the regions, as well as for deputies of the Mejlis of Turkmenistan and members of regional, district, city Halk Maslahaty and Gengesh to replace those who have left prematurely, organizational and methodological assistance is being provided to election commissions in explaining the significance of this socio-political event and election legislation. Credentials were accepted from the newly appointed Extraordinary and Plenipotentiary Ambassadors of the Republic of Chad and the Republic of Indonesia to Turkmenistan. Five meetings were held with representatives of parliaments of the world's countries and foreign missions in our country to discuss bilateral cooperation issues. Deputies and specialists of the Mejlis participated in 14 training seminars organized by international organizations together with the relevant ministries and departmental management bodies of our country on improving legislative work and ensuring the implementation of state programs. To study international experiences, three business trips of deputies to foreign countries were carried out. Our honorable President noted the importance of continuing the work on improving the country's legislation.
Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the macroeconomic indicators for January-February of this year. As noted, during the reporting period, GDP growth increased by 6.3 percent; specifically, the growth rate in the industrial sector was 1.9 percent, in construction 6 percent, in the transport and communication sector 10.5 percent, in trade 8.5 percent, in agriculture 2.4 percent, and in the service sector 8.4 percent. Compared to the corresponding period of last year, total production increased by 10.3 percent during the two months of this year, and positive production indicators were achieved in the sectors of the economy. During the reporting period, retail trade turnover increased by 10.3 percent, and foreign trade turnover by 0.8 percent. According to the results of January-February of this year, the revenue part of the State Budget was fulfilled by 102.1 percent, and the expenditure part by 97 percent. During the reporting period, wages, pensions, state benefits, and student stipends at state enterprises—both budget-funded and self-financing—were financed on time. The volume of capital investments realized at the expense of all sources of financing increased by 21.3 percent compared to the corresponding period of last year. Also, information was given on the work carried out within the framework of implementing the National Rural Program, including the construction of facilities for various purposes. Our Head of State, after listening to the report, drew attention to the importance of carrying out effective work for the further development of the country's economy, maintaining the GDP growth rate at a high level, and keeping the full implementation of production plans by ministries and industry departments under control. The Head of State instructed the Vice-Premier to ensure socio-economic development across the regions of the country.
Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on the results of the work performed in January-February of this year to increase the extraction of oil and gas in our country and multiply the routes for delivering them to the world market. As emphasized, the state concern "Turkmennebit" fulfilled the oil production plan by 107.3 percent. During the reporting period, the oil refining plan by oil refineries stood at 107.1 percent. The gasoline production plan was fulfilled by 122.7 percent, the diesel fuel production plan by 106.4 percent, the lubricating oils production plan by 102.7 percent, the liquefied gas production plan by 119.7 percent, and the natural and associated gas extraction plan by 106.7 percent. Our honorable President, after listening to the report, said it is important to take comprehensive measures to increase the volume of hydrocarbon resource extraction. The Head of State instructed the Vice-Premier to effectively use the existing production capacity of the oil and gas complex and carry out effective work to find new reserves of underground resources.
Deputy Chairman of the Cabinet of Ministers T. Atahallyýew reported on the results of the work performed in January-February of this year and the progress of agricultural work in the country's regions. As noted, the growth rate of production in the agricultural sector, compared to the corresponding period of last year, was 107.5 percent. This indicator was 109.3 percent for the Ministry of Agriculture, 103.6 percent for the Ministry of Environmental Protection, 134.6 percent for the State Committee for Water Resources, 109.2 percent for the state concern "Turkmenpagta," 100.3 percent for the state association "Türkmengallaönümleri," 100 percent for the state association "Türkmenobahyzmat," 108.7 percent for the state association of Food Industry, 100 percent for the state association of Livestock and Poultry Industry, and 100.5 percent for the state association "Türkmen atlary." The plan for utilizing investment funds was fulfilled by 107.2 percent. Currently, relevant work is being carried out to care for wheat-sown areas, prepare lands for the sowing season in cotton-sown areas, plant potatoes and vegetable crops, and prepare for the spring tree-planting season. The lambing and calving season has begun in an organized manner in livestock farms. Also, necessary work is being carried out in the regions to clean irrigation and drainage canals and repair water management facilities. Our honorable President, after listening to the report, drew attention to the importance of carrying out agrotechnical measures related to growing agricultural crops on time and continuing the work to increase the yield of agricultural crops. Also, the Head of State instructed the Vice-Premier to conduct the lambing season in livestock farms properly and to prepare well for the spring tree-planting season.
Deputy Chairman of the Cabinet of Ministers B. Annamämmedow reported on the results of the work performed by the construction and industrial complex in January-February 2026. As noted, during the reporting period, the plan for products produced and work performed by the complex was fulfilled by 129.7 percent. For the Ministry of Construction and Architecture, the plan for products produced and work performed was 105.6 percent; for the Ministry of Industry and Construction Production, it was 122.3 percent; and for the Ministry of Energy, it was 109.4 percent. The plan for work performed by the Ministry of Automobile Roads was fulfilled by 108.6 percent. This indicator was 158 percent for the state concern "Türkmenhimiýa." For the Ashgabat city administration, the plan for work performed was implemented by 119.4 percent. Our honorable President, after listening to the report, noted the importance of implementing effective work to develop industrial sectors in our country, ensuring control over compliance with established standards in terms of architecture, design, and construction, and continuing the work to operate chemical enterprises at full capacity. In this regard, the Head of State instructed the Vice-Premier to continue work to increase the volume of produced electricity, to strengthen the work on building and renovating automobile roads, and to strictly control the high-quality construction of buildings and facilities to be commissioned this year.
Deputy Chairman of the Cabinet of Ministers N. Atagulyýew reported on the results of the work carried out during the first two months of this year in the ministries and industry management bodies under his supervision and in the entrepreneurship sector. As emphasized in the report, for the Ministry of Trade and Foreign Economic Relations, the growth rate of trade turnover compared to the corresponding period of last year was 106.7 percent, and the growth rate of produced products was 100.5 percent. For the Ministry of Textile Industry, a growth rate of 100.7 percent was achieved in product manufacturing compared to the corresponding period of last year, including 100 percent in cotton yarn production, 100.1 percent in cotton fabric production, and 103.7 percent in leather product production. The plan for product manufacturing was fulfilled by 104.5 percent for the state association "Türkmenhaly." Fifty exchange trades were held by the State Commodity and Raw Materials Exchange during the reporting period, where 4,876 contracts were registered. In January-February 2026, the growth rate of work performed by the Chamber of Commerce and Industry stood at 128.1 percent. During the reporting period, one exhibition and five conferences were held. For the Union of Industrialists and Entrepreneurs, the growth rate of agricultural and food product manufacturing was 107.5 percent, and the growth rate of industrial product manufacturing was 106.3 percent. Our honorable President, after listening to the report, noted the importance of fully utilizing the capacity of production enterprises of the country's trade complex and always keeping the supply of food products and other goods in markets and trade outlets under control. "It is necessary to focus on producing high-quality products in textile industry enterprises and keep the work on developing the private sector under control," the Head of State said and gave relevant instructions to the Vice-Premier.
Deputy Chairperson of the Cabinet of Ministers B. Seýidowa reported on the results of the work carried out in the sphere under her supervision in January-February 2026. As noted, during the reporting period, various cultural events and celebrations were held on the occasion of declaring 2026 the year "Independent, permanently Neutral Turkmenistan — the land of swift horses" (Note: the text says 2026, though the theme name matches the current year's slogan style), the 35th anniversary of our country's Independence, and holidays and significant dates in our national calendar. Film screenings and concerts were held in cinemas and cinema-concert centers, and cultural services were offered in libraries, museums, and historical-cultural monument complexes. The "Swift Pace: Strength and Beauty" interstate television film competition for CIS member states was announced. A number of events and celebrations were held by the "Türkmenfilm" association named after Oguz Han in cultural centers in Ashgabat and the country's regions, including a week of films shot during the years of Independence. With the close support of the Gurbanguly Berdimuhamedov Charitable Foundation for Helping Children in Need of Care, a ceremonial conference was held in our capital dedicated to the film "Composer" receiving two special awards from the International Organization of Turkic Culture (TÜRKSOÝ). A joint cultural event titled "Silk Road Carnival — Spring Festival" was held at the Mukams Palace of the State Cultural Center with the participation of art representatives from Turkmenistan and China. The archaeological exhibition "Ancient Civilizations of Turkmenistan" continued its work in Rome, Italy. Our honorable President, after listening to the report, drew attention to the importance of conducting the work of the culture sphere in a modern way and widely using the possibilities of the digital system in libraries, museums, and other cultural centers. The Head of State instructed the Vice-Premier to continue the work on preserving and studying our historical-cultural monuments and to prepare well for conducting the planned cultural events at a high level.
Deputy Chairman of the Cabinet of Ministers B. Mämmedow reported on the results of the work carried out in the spheres under his supervision in January-February of this year. As noted, reforms directed at implementing advanced methods of teaching in educational work and raising an educated young generation were continued. Schoolchildren and university students participated in international subject and internet competitions, winning medals of various levels. Meetings, conferences, and lessons were held via the digital system with prestigious higher education institutions and diplomatic missions. Work on improving the science system continued. The number of postgraduates, candidates for academic degrees, and clinical ordinands to be admitted to postgraduate studies in science directions in 2026 was approved. Researches were carried out in important directions of science and technology. During the reporting period, work on implementing advanced methods of disease prevention and treatment into practical medicine continued in the country's treatment and prevention institutions. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Helping Children in Need of Care, various types of surgeries and treatments were performed on sick children. The international seminar titled "High-level Dialogue on Diplomacy in the Sphere of World Health" was held at a high level in the capital. Work to develop physical education and sports also continued. The country's athletes won a total of 23 medals in international competitions. Scientific-practical conferences and various events were organized on the occasion of the year "Independent, permanently Neutral Turkmenistan — the land of swift horses." In the Era of Revival of the New Epoch of the Powerful State, under the leadership of our honorable President, large-scale work is being carried out to protect human health—which is the highest value of our state and society—develop medical sciences, and strengthen international cooperation. In this regard, the Vice-Premier presented a draft of the relevant decision for consideration by the Head of State. Our Arkadagly Hero Serdar, after listening to the report, noted that great importance is given to raising the young generation and strengthening the material-technical base of the education system in our country, and therefore, it is important to implement effective work to further increase the quality of education. "It is necessary to keep improving the science system, increasing the effectiveness of scientific research at the center of attention, give special attention to developing sports, and consistently improve the work of the healthcare system," the Head of State said. Our honorable President noted that program-based work is being implemented to protect human health in the country, improve medical science, and develop international cooperation in this field. In this regard, the Head of State signed the Decree on approving the "National Strategy for the Development of Scientific-Medical Diplomacy in Turkmenistan for the Years 2026-2052" and gave relevant instructions to the Vice-Premier.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the work performed by the Ministry of Foreign Affairs in January-February of this year. As emphasized, during the reporting period, the Ministry of Foreign Affairs carried out relevant work to implement the foreign policy of our honorable President and fulfill the tasks and instructions regarding the bilateral and multilateral relations of Neutral Turkmenistan with foreign countries and international organizations. As is known, high-level visits and meetings occupy an important place in the development of the country's international cooperation. In this regard, it was noted that the visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, our Hero Arkadag, to the United States of America was organized in February of this year. Currently, work is being carried out by the country's diplomatic service together with the foreign policy bodies of various states to organize visits of our honorable President and Hero Arkadag abroad during 2026. Developing cooperation with prestigious international organizations is one of the important directions of our country's foreign policy strategy. In this regard, it was mentioned that the Director-General of the UN Food and Agriculture Organization visited our country on January 21–23. During the reporting period, a total of 66 delegations visited our state through the Ministry of Foreign Affairs, and 165 delegations from Turkmenistan were in foreign countries. In January-February of this year, 73 meetings of various levels were held via the digital system. Also, during the reporting period, 291 official negotiations and meetings were organized in Turkmenistan together with foreign countries and international organizations. The contract-legal base of our state's international relations was supplemented with 20 international documents. Work on conducting political consultations between the Ministry of Foreign Affairs and the foreign policy bodies of other states is carried out systematically. In this regard, during the reporting period, political consultations were held at the level of foreign ministers of Turkmenistan and the Republic of Austria, the United Arab Emirates, and the United Kingdom of Great Britain and Northern Ireland. Besides these, during the reporting period, negotiations were held with the president of the European Bank for Reconstruction and Development and the Secretary-General of the International Maritime Organization. In January-February of this year, consultations were organized with the foreign policy bodies of the Republic of India, the Kingdom of Morocco, the Russian Federation, the Federal Republic of Germany, the Republic of Zimbabwe, and the Republic of Azerbaijan. Developing diplomatic relations through embassies of foreign countries is one of the important directions of Neutral Turkmenistan's foreign policy activity. During the reporting period, newly appointed Extraordinary and Plenipotentiary Ambassadors of the Republic of Chad and the Republic of Indonesia to Turkmenistan presented their credentials. At the same time, the Ambassador of Turkmenistan to the Kingdom of Thailand, as well as the Permanent Representatives of Turkmenistan to the Organization of Islamic Cooperation and the International Renewable Energy Agency, presented their credentials and officially began their work. Our honorable President, after listening to the report, noted that Independent Turkmenistan, while following its status of permanent Neutrality, carries out a foreign policy aimed at global prosperity and gives great importance to the comprehensive development of equal and mutually beneficial cooperation with all countries of the world and international organizations. In this regard, the Head of State instructed the Vice-Premier, Minister of Foreign Affairs, to continue the work on strengthening the established relations in the political-diplomatic, trade-economic, cultural-humanitarian, and scientific-educational spheres.

As noted, during the reporting period, the growth rate of work and services performed across the transport-communication complex was 114.3 percent. The growth rate of cargo transportation by automobile, rail, air, sea, and river transport was 101.1 percent, and the growth rate of passenger transport was 103.2 percent. During the reporting period, the growth rate of services performed by the Ministry of Railway Transport was 106 percent, for the Ministry of Automobile Transport 126.2 percent, for the "Türkmenhowaýollary" State Service 118.7 percent, for the State Service of Maritime and River Transport 113.8 percent, and for the Ministry of Communications 113.2 percent. Our honorable President, after listening to the report, emphasized the importance of fully using the country's transit-transport possibilities, continuing international cooperation in developing transit-transport corridors passing through the territory of Turkmenistan, and carrying out work to increase the volume of passenger and cargo transport. Also, the Head of State instructed the Vice-Premier to consistently continue the work on improving the material-technical base of the communication sector in accordance with the requirements of the time.
Then, our honorable President, addressing the members of the Cabinet of Ministers, noted that the work carried out in the past two months showed good results. "As a result of our policy, programs aimed at developing our motherland are being successfully implemented, reforms in the sectors of our economy are continuing successfully, production sectors are consistently modernized, and large volumes of investment are directed toward building new, modern enterprises and modernizing existing ones," the Head of State said. Our honorable President noted with satisfaction that GDP growth remained stable at 6.3 percent during the reporting period. Effective work is being implemented in the oil and gas, trade, and transport-communication complexes, and the agricultural sector. Reforms in science, education, healthcare, sports, and culture systems are continuing successfully. "Also, the construction of new industrial facilities, residential houses, schools, kindergartens, and other facilities is being carried out," the Head of State said, and drew attention to the necessity of conducting effective work to implement the adopted programs in order to successfully achieve the set goals. Continuing his speech, the Head of State said that International Women's Day will be widely celebrated in our country. In this regard, our Arkadagly Hero Serdar signed a document to solemnly celebrate International Women's Day and to transfer the day off from March 8 to March 9—Monday. Taking the opportunity, our honorable President heartily congratulated our dear mothers and mähriban women on International Women's Day. At the meeting, several other important issues related to state life were reviewed, and relevant decisions were made. Honorable President Serdar Berdimuhamedov, concluding the meeting of the Cabinet of Ministers held via the digital system, wished the participants sound health, family well-being, and great success in their work carried out for the prosperity of our sovereign Motherland.
