
Yesterday, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov, held a meeting of the State Security Council. The meeting reviewed the results of the work carried out in the military and law enforcement agencies of the country in January of this year. Also, several issues related to ensuring security and tranquility in our independent state, strengthening the material and technical base of military and law enforcement agencies, and further improving their activities were discussed.
First, the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, reported on the work carried out in January to fulfill the tasks defined in the Program for the Development of the Armed Forces of Turkmenistan. Information was also provided about service and social buildings opened on the occasion of the Defenders of the Fatherland Day, including the new complex of buildings and facilities for military units of the Armed Forces of Turkmenistan built in the Lebap region. In this regard, the Secretary of the State Security Council and Minister of Defense, on behalf of all military personnel, once again expressed gratitude to the Head of State for blessing the opening of the new complex of buildings and facilities.
Having heard the report, the President noted the importance of continuing measures to train military specialists for the Armed Forces, strengthening the material and technical base of the National Army, and improving the living conditions of military personnel, and gave several specific instructions to the Secretary of the State Security Council and Minister of Defense.
Prosecutor General B. Muhamedov reported on the measures taken in January of this year to supervise the implementation of laws in the country. A report was also presented on the progress of introducing a digital system in the prosecution authorities and increasing the professional level of employees. The report noted that a new administrative building for the Esenguly District Prosecutor's Office in the Balkan region was put into operation.
Having heard the report, the President noted that strengthening legality and law and order in the country and improving supervision over compliance with laws in accordance with modern requirements are important tasks, and gave several instructions to the Prosecutor General.
Minister of Internal Affairs M. Hydyrow reported on the results of the work performed by the structures under his leadership in January of this year, specifically on measures to prevent law violations and traffic accidents, and to monitor compliance with fire safety rules. Along with this, the Minister reported that on the occasion of Defenders of the Fatherland Day, the next phase of the Malikguly Berdimuhamedov residential complex of the Ministry of Internal Affairs was opened in the Choganly residential area of the Bagtyýarlyk district of the capital, as well as two modern 4-story, 24-apartment residential buildings for employees of the Balkan Region Police Department and one 4-story, 24-apartment modern residential building for employees of the Mary Region Police Department.
Having heard the report, the President drew attention to the importance of preventing law violations, ensuring peace and public order, and further strengthening legality, as well as strictly monitoring compliance with traffic rules and fire safety regulations, and gave the Minister several specific instructions.
Chairman of the Supreme Court B. Hojamgulyev reported on the work carried out since the beginning of the year within the framework of the program for the development of the judicial system, specifically on measures to improve the activities of the national judicial system and increase the professional level of judges.
The Head of State, after hearing the report, noted the importance of effectively continuing work to protect state and public interests and ensuring the rights of citizens. The President also gave specific instructions for regularly conducting training sessions to improve the knowledge level of judges.
Then, Minister of National Security N. Atagaraýew reported on the results of work carried out in January 2026 and measures taken to successfully fulfill the tasks facing the ministry.
The Supreme Commander-in-Chief of the Armed Forces, after hearing the report, relieved N. Atagaraýew of his post as Minister of National Security due to his transfer to another job and appointed D. Meredov to this position.
D. Meredov, as a sign of loyalty to the military oath, bowed to the State Flag of Turkmenistan and took a solemn oath of loyalty to the people, the Motherland, and the President.
The Head of State wished the newly appointed head of the ministry success in his work, drew attention to the immediate priorities, and gave several specific instructions on improving the work of this structure at a modern level.
Head of the State Border Service I. Ilamanow reported on the work carried out in his department since the beginning of the year, specifically on measures to ensure the reliable protection of the sacred borders of our Motherland. The report also mentioned the opening of a new border outpost within the Service.
The Supreme Commander-in-Chief of the Armed Forces, after hearing the report, noted that the state border of independent, permanently neutral Turkmenistan is a border of friendship and brotherhood with neighboring countries and instructed to continue the work to firmly protect its borders.
Minister of Justice M. Taganov reported on the work performed during the reporting period to further strengthen the legislative base of the country and conduct advocacy work on the rights and duties of citizens.
The Supreme Commander-in-Chief of the Armed Forces, after hearing the report, noted the importance of ensuring full compliance of draft regulatory acts and national legislation with international law and instructed the Minister to continue work in this direction.
Chairman of the State Customs Service M. Hudaýkulyýew reported on the results of work in January to successfully fulfill the tasks defined in the program for the development of the service and the implementation of the Head of State's previous instructions. Information was also given that on the occasion of Defenders of the Fatherland Day, a 4-story, 24-apartment residential building for employees of the Balkan Region Customs was put into operation in the Etrek district of the Balkan region.
The Head of State, after hearing the report, noted the importance of further improving the activities of customs authorities and gave the head of the Service instructions on organizing high-quality inspection of goods passing through customs control points.
Head of the State Migration Service A. Sazakow reported on the results of work performed by his department since the beginning of the year. It was also reported that on the occasion of Defenders of the Fatherland Day, a new office building for the Tejen district department of the State Migration Service for the Ahal region was opened.
The Head of State, after hearing the report, drew attention to the tasks facing this structure and instructed the head of the Service to systematically monitor compliance with migration legislation in the country and conduct work on providing high-quality migration services.
Addressing the participants of the meeting, the President said that in accordance with the requirements of our defensive Military Doctrine, systematic measures are being implemented to ensure the high-level military security and integrity of our independent, permanently neutral state, to strengthen the country's defense capability, as well as to further improve the living conditions of the defenders of the Fatherland and their family members, and noted that this work will continue.
Several other important issues were also considered at the State Security Council meeting, and relevant decisions were made.
