
A new regulatory legal act regulating the procedure for issuing educational documents in the state and foreign languages has come into force in Turkmenistan. The relevant regulation was approved by Order No. 195 issued by the Minister of Education of Turkmenistan on May 13, 2026. Simultaneously, the previously effective Order No. 212 of 2019 was declared invalid.
According to the new document, henceforth all state-standard diplomas and other educational documents will be issued in either Turkmen or English. The diploma supplement (an extract from the grade-and-examination record) is prepared in the original in the Turkmen language, but can additionally be prepared in English based on the written application of the graduate.
The new procedure also defines strict requirements for filling out the forms. Forms are allowed to be filled out only by hand using an ink or ballpoint pen, while corrections and erasures are strictly prohibited. Information about the document holder must be entered in strict accordance with passport data, and the spelling of the first and last name in English must fully correspond to the details in the international passport.
The regulation also details the circumstances for issuing a duplicate (copy) of the document in case it is lost, damaged, or destroyed. In particular, if a document is lost, an announcement declaring it invalid must first be published in a newspaper, and an appropriate confirmation certificate must be obtained from the internal affairs bodies.
The responsibility for storing educational document forms is assigned to an accountable employee appointed by the order of the head of the educational institution. The forms must be stored in fireproof safes in rooms equipped with a security alarm system. The head of the educational institution bears personal responsibility for organizing the accounting, storage, and issuance of documents.
