The Ministry of Construction and Architecture of Turkmenistan has approved new construction standards regarding the water supply of urban and rural areas. The new regulations were adopted by a corresponding order on June 26, 2026, and registered with the Ministry of Justice of Turkmenistan on July 29.
The new construction standards (CS 2.04.02-2026) titled "Water Supply. External networks and facilities" replace the previous rules for designing water supply systems.
According to the new standards, the average daily consumption of domestic and drinking water per person is determined depending on the degree of residential building amenities.
In residential buildings without bathrooms, the daily water consumption indicator per person is set within 160–200 liters. In houses with bathtubs and local water heaters, this figure increases to 210–260 liters, and in residential buildings with centralized hot water supply, it reaches up to 300–450 liters.
A separate indicator is defined for residents using street water distribution columns. For them, the daily volume of water consumption per person is set within 30–50 liters. In conditions of water resource shortages, this indicator may be reduced.
The new standards have also been taken into account in generalized calculations used when preparing planning projects for cities and etraps. In cities, per capita daily water consumption is set at 550 liters for the first stage of construction and 600 liters for the design period.
In rural areas, the respective figures are significantly lower, set at 125 liters for the first stage of construction and 150 liters for the design period.
The new standards show a substantial difference between urban and rural water consumption rates. This difference is associated with the degree of engineering improvements in housing and the specific characteristics of water supply systems.
The document is not limited to water consumption standards; it also includes requirements for necessary water volumes for firefighting, sanitary protection zones of water sources, as well as water purification and disinfection processes.
In addition, special technical requirements for the construction of water supply facilities in seismically active regions and on subsiding soils are defined.
The entry into force of the new construction standards will make it possible to take modern requirements into account when designing and developing water supply systems in Turkmenistan, as well as to more accurately plan the use of water resources locally.
