President of Turkmenistan Signs Decrees

The President of Turkmenistan signed a Decree aimed at the successful implementation of the tasks set forth in the "National Program for the Socio-Economic Development of Turkmenistan in 2022–2052" and the "Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028." The Decree is also intended to ensure the socio-economic development of the country and achieve dynamic regional growth in 2026—designated as the year "Independent, Neutrally Constant Turkmenistan—The Land of Horse-Swift Prosperity."

Key objectives include:

• Conducting an active investment policy and increasing investments in the construction of industrial and social facilities.
• Strengthening the economic potential of the Motherland and utilizing the full capacity of industrial enterprises.
• Encouraging export-oriented and import-substituting production.
• Continuing the introduction of modern digital technologies and a "green" economy.
• Broadly supporting small and medium-sized enterprises, creating new jobs in the regions, and further improving the living standards of citizens.

In accordance with the document, the "Program for the Socio-Economic Development and Investment of Turkmenistan in 2026" was approved. Ministries, departmental administrations, and the hakimliks (governorates) of the provinces, Ashgabat, and Arkadag city were instructed to ensure the proper fulfillment of the Program within the established timeframes.

Personnel Changes and Appointments

• By Decree of the President of Turkmenistan, Orazdurdy Geldinyyazovich Hojanazarov was released from the post of Chairman of the "Altyn Asyr: Turkmenistan" TV and radio channel of the State Committee for Television, Radio Broadcasting, and Cinematography of Turkmenistan due to his retirement.
• By Decree of the President of Turkmenistan, Palvan Charyyevich Kakabayev was appointed Chairman of the "Altyn Asyr: Turkmenistan" TV and radio channel, being released from his post as Chairman of the "Arkadag" TV channel.
• By Decree of the President of Turkmenistan, Kerim Annamyradovich Nepesov was appointed Chairman of the "Arkadag" TV channel.
• By Decree of the President of Turkmenistan, Tangryguly Bashimgulyyevich Atayev, Deputy Chairman of the "Turkmenhimiya" State Concern, was released from the temporary execution of the duties of Chairman of the "Turkmenhimiya" State Concern.
• By Decree of the President of Turkmenistan, Durdyyev Atamyrat Halmyradovich was released from the post of Deputy Chairman of the "Turkmenhimiya" State Concern for failing to fulfill the duties entrusted to him.
• By Decree of the President of Turkmenistan, the temporary execution of the duties of Rector of the Turkmen State Architecture and Construction Institute was assigned to the Vice-Rector for Academic Affairs, Meylis Baymyradovich Babayev.
• Meylis Annaberdyyevich Orazov and Mekan Muhammetmyradovich Yowbasarow were appointed Deputy Chairmen of the "Turkmengallaonumleri" (Turkmen Wheat Products) State Association.
• Amangeldi Annageldiyevich Bayramdurdyyev was appointed Deputy Chairman of the "Turkmenobahyzmat" (Turkmen Agricultural Services) State Association.

Regional Administration Changes

• Muhammedow Dowletnazar Ilamanowich was released from the post of Deputy Hakim of Ashgabat city for failing to fulfill the duties entrusted to him.
• Merjen Gundogdyyevna Geldiyewa was released from the post of Deputy Hakim of Ashgabat city for education, culture, health, and sports.
• Gulshirin Soyunowna Niyazseidowa was appointed Deputy Hakim of Ashgabat city for education, culture, health, and sports, being released from her post as Deputy Hakim of Bagtyyarlyk district of Ashgabat.
• Ayjahan Kemalmuhammedowna Shiriyewa was appointed Deputy Hakim of Bagtyyarlyk district of Ashgabat.
• Saparow Arslan Kakageldiyewich (Berkararlyk district) and Jumayew Guwanch Ashyrgeldiyewich (Bagtyyarlyk district) were released from their posts as Deputy Hakims for failing to fulfill their duties.
• Annamuhammet Muhammetmyradovich Hummedov was appointed Deputy Hakim of Berkararlyk district of Ashgabat.
• Welmyradow Mekan Gurbangeldiyewich was released from the post of Deputy Hakim of Ak Bugday district of Ahal province for failing to fulfill his duties; Azat Annanurowich Atajanow was appointed to the post.
• Didar Annamammedovich Meredow was appointed Deputy Hakim of Balkan province, replacing Jumanazar Annayew.
• Nureddin Batyrowich Sayypow, Deputy Hakim of Hojambaz district of Lebap province, was assigned the temporary execution of the duties of Hakim of the district.

Agricultural and Environmental Initiatives

Silk Production: To develop the silkworm industry, the "Turkmenpagta" (Turkmen Cotton) State Concern and provincial hakimliks were instructed to ensure the production of 2,100 tons of raw silk cocoons in 2026.

National Tree Planting Program: To enrich the country's nature, the President signed a Decree for the planting of 3 million saplings (deciduous, coniferous, fruit trees, and grapes) in 2026:

• 1.5 million saplings by ministries, departments, and the cities of Ashgabat and Arkadag.
• 1.5 million saplings by provincial hakimliks. The document mandates the use of drip irrigation for these plantings.

Competitions and International Events

District of the Year: The Koneurgench district of Dashoguz province was declared the winner of the national competition for the best social, economic, and cultural indicators for 2025. The hakimlik of Koneurgench district was awarded a prize of 1 million US dollars. A similar competition has been announced for the year 2026.

International Events and 35th Anniversary of Independence: An organizing committee was established to high-level international events in 2026, including the Consultative Meeting of the Heads of State of Central Asia and Azerbaijan, the 35th Anniversary of Turkmenistan's Independence, and Turkmenistan's Chairmanship of the CIS in 2026.

Construction and Investment Monitoring

The President signed an Order to ensure the high-quality and timely completion of major industrial and social facilities scheduled for opening in 2026. The Ministry of Construction and Architecture was instructed to strengthen quality control, while the Ministry of Finance and Economy will provide monthly reports on construction progress to the Cabinet of Ministers.
