
The case was brought to the Ombudsman’s Office by a citizen, I.I., who requested medical assistance for his son, M.I., whose eyesight had significantly worsened during his service.
Following Article 27 of the Law of Turkmenistan "On the Ombudsman," the Ministry of Defense launched an investigation into the case. On November 16, 2024, M.I. was officially discharged early from military service based on a medical diagnosis issued by the Central Military Medical Commission.
The diagnosis and examination were conducted under the Regulations on Medical Examinations in the Armed Forces of Turkmenistan, approved by a joint decree of the Ministry of Defense and the Ministry of Health on November 21, 2017.
In addition to early discharge, the soldier was awarded 40,000 manats to cover additional medical treatment and diagnostics. This case shows the effectiveness of legal mechanisms in protecting the rights of servicemen in Turkmenistan and reflects the state’s commitment to ensuring their health and welfare.
