Turkmenistan Approves New Procedure for Registration of Refugees and Persons under Temporary Protection

On November 7, 2025, the State Migration Service of Turkmenistan issued Order No. 128 establishing the procedure for registering persons applying for refugee status or additional protection, extending their registration period, and maintaining relevant records.

According to the new procedure, persons arriving in Turkmenistan must register at the migration authorities within three working days (the day of entry into the country is not counted) according to their location or residence. Registration is carried out using a temporary certificate confirming the registration of an application for refugee status, a refugee identity document, a temporary certificate confirming the registration of an application for additional protection, an identity document confirming the provision of additional protection, as well as through temporary placement of persons arriving in Turkmenistan in emergency cases and addressing issues related to their stay in the country.

The new procedure is developed in accordance with the Law of Turkmenistan dated June 3, 2017, “On Refugees” and aims to improve the country’s migration registration system.
