Turkmenistan’s Priority Initiatives at the 80th Session of the UN General Assembly

Peace and Security: New Initiatives within Neutrality

At the core of Turkmenistan’s political views is the strengthening of international peace and security. Under the leadership of President Serdar Berdimuhamedow, Turkmenistan promotes positive neutrality as the foundation for peaceful relations. In this direction, the country put forward initiatives to prepare a special guide on implementing the principles of neutrality for peace and security based on a relevant UN resolution, as well as the establishment of a “Peace Mediation Chamber” in Ashgabat.

In addition, in 2025, an international forum dedicated to the 30th anniversary of Turkmenistan’s permanent neutrality is planned in Ashgabat, alongside the introduction of a new agenda item to the UN General Assembly titled “Neutrality for the Benefit of Peace and Security.” All these initiatives demonstrate Turkmenistan’s commitment to international peace.

Sustainable Development, Transport, and Energy: New Global Initiatives

Turkmenistan consistently supports sustainable development policy within the UN framework. One key initiative proposed by Turkmenistan is the declaration of the UN Decade of Sustainable Transport (2026–2035). The country also submits important documents related to ensuring open and reliable energy flows and establishing a global digital integration platform for consideration by relevant UN bodies.

Turkmenistan, as a reliable partner in the energy sector, advocates that information and communication technologies should serve only the purposes of peace and development.

Environment, Climate Change, and Water Resources: Regional and Global Cooperation

Turkmenistan initiates international projects on environmental protection, particularly in issues related to climate change, water resources, and combating desertification. The preparation of regional conventions on the basins of the Amu Darya and Syr Darya rivers is proposed, as well as the establishment of a regional center to combat desertification in Central Asia.

Additionally, Turkmenistan actively participates in the development of a special UN program for the Aral Sea basin and aims to hold the second Caspian Environmental Forum in 2026.

Humanitarian Cooperation and Cultural Dialogue: Strengthening Trust Among Peoples

Turkmenistan places special emphasis on expanding international humanitarian cooperation. Within the UN framework, it proposes holding international consultations on the themes “Women, Peace and Security” and “Youth, Peace and Cooperation.”

Another important initiative is the proposal to declare an International Day of Multilingual Diplomacy. The creation of a regional platform in Ashgabat to train young peacebuilders is also planned.

Turkmenistan regards its historical and cultural heritage as an essential part of international cooperation and peaceful dialogue, submitting a draft UN General Assembly resolution on the cultural heritage of the Great Silk Road.

International Law and Developing Relations with the UN

The foundation of Turkmenistan’s international initiatives is international law. Within the General Assembly, the proposal to declare 2028 as the International Year of International Law is an important step in this direction.

Turkmenistan also aims to participate more actively in the work of UN economic and social bodies and to run for non-permanent membership in the Security Council.

Turkmenistan’s initiatives at the 80th UN General Assembly session clearly demonstrate its commitment to positive neutrality, international peace, sustainable development, and cooperation. Turkmenistan continues to develop equal and trusting relations with all UN member states, supporting the improvement of international relations based on the UN Charter.
