The Turkmennebit State Concern, on behalf of the tender commission, has announced International Open Tender No. 208 for the development of proposals aimed at improving the production of road and construction bitumen at the Turkmenbashy Complex of Oil Refineries (TCOR).

According to the tender requirements, participation is limited to manufacturers and/or license holders that meet the established eligibility criteria. In addition, applicants must have at least 10 years of experience in the relevant field.

Applications submitted by companies registered in offshore jurisdictions or maintaining bank accounts in such jurisdictions will not be considered.

Companies wishing to participate must submit a written application specifying the full name of the organization, its legal status, country of registration, and other relevant information. After the application is submitted, participants will be able to review the Law of Turkmenistan on Tenders for the Procurement of Goods, Works and Services for State Needs, the relevant section of the tender procedures, the list of required documents, the lot specification, technical requirements, and the main terms of the contract.

The participation fee for one lot is USD 1,725, including value-added tax, or the equivalent amount in Turkmen manats. Bank details for payment will be provided after the written application has been received.

Tender proposals will be accepted from August 1 to September 11, 2026, within 30 working days from the date of publication of the announcement in the Neutral Turkmenistan newspaper. Documents must be submitted no later than 12:00 p.m. local time on the final working day. Proposals submitted after the deadline will not be considered.

Tender documents must be submitted in a sealed envelope certified with a mastic seal. The envelope must contain an electronic copy of the application form and the main contract terms in Microsoft Word format, as well as an electronic copy of the technical and economic specification in Microsoft Excel format. Documents will only be accepted for consideration after the required payment has been credited to the organizer's account.
