New legal documents have been approved in Turkmenistan with the aim of developing the digital economy and improving document circulation between state institutions. The Ministry of Communication of Turkmenistan released official information regarding this.
Within the framework of the strategy to create a multifaceted digital system, two key documents were approved:
- A Model Agreement on the exchange of electronic documents in the Interdepartmental Electronic Information Exchange System (IEIES).
- A Model Contract between the operator of the IEIES and a participant of the system.
These documents fully define the general principles, procedures, and technical requirements for implementing document and information exchanges between the information systems of state agencies.
Digitalization of Public Services The approved documents are aimed at increasing the efficiency of digital public services. This innovation will allow:
- Reducing the time frame for information exchange between state agencies;
- Ensuring the reliability and security of document circulation;
- Improving the quality of digital services provided to citizens and entrepreneurs.
The "Turkmentelekom" telecommunications company, under the jurisdiction of the Ministry of Communication of Turkmenistan, has been designated as the operator of the Interdepartmental Electronic Information Exchange System. The company will ensure the smooth operation and technical support of the system.
This step serves as a vital foundation for the full-scale operation of the "Electronic Government" system and the legal guarantee of digital transformations in the country.
