
The President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, has signed a number of constitutional laws regarding political reforms in the country. The People's Council (Halk Geňeşi), the country's highest advisory body, has been established, while the country will move to a unicameral parliament, and a decision has been made to introduce a new institution—the office of Vice President.
President Kassym-Jomart Tokayev signed the constitutional law "On the People's Council of Kazakhstan," providing for the establishment of this new supreme advisory body.
"The People's Council of Kazakhstan is the highest advisory body. It is created to ensure national dialogue and facilitate the participation of civil society in shaping the country's domestic policy. The Council possesses broad powers, including the right of legislative initiative and the right to propose the holding of national referendums," the statement says.
President Kassym-Jomart Tokayev signed the constitutional law "On the Kurultai (Gurultay) of the Republic of Kazakhstan and the Status of its Deputies," which establishes a unicameral parliament.
"The constitutional law defines the organization and activities of the Kurultai, legislative procedures, and other forms of exercising the powers of the Kurultai, as well as the legal status of its deputies. The Kurultai is the highest representative body exercising legislative power. It consists of 145 deputies elected via party lists. The term of office for Kurultai deputies is 5 years," the report notes.
President Kassym-Jomart Tokayev signed the constitutional law "On the President of the Republic of Kazakhstan," introducing the new institution of Vice President.
"The law defines the legal status of the President, powers, the order of supporting their activities, as well as the legal status of the Vice President of the Republic of Kazakhstan. The main innovation of the law is the creation of the Vice President institution. On behalf of the Head of State, the Vice President represents the interests of the President in interactions with state bodies and fulfills tasks determined by the President," the statement says.
