A new draft law is being prepared in Turkmenistan aimed at legally regulating the e-commerce system and creating favorable conditions for the development of digital business. The development of the draft law entitled "On Electronic Commerce" was reported at a regular meeting of the Cabinet of Ministers of Turkmenistan.
The new legal document being prepared in the Mejlis of Turkmenistan provides for the regulation of activities of entrepreneurs engaged in electronic commerce, companies providing digital services, and online trading platforms.
It is expected that the adoption of the law will establish a legal framework clearly defining the rights and obligations of participants in the e-commerce sector. In addition, protecting consumer rights in the digital environment, increasing the security of online services, and creating more favorable conditions for entrepreneurs conducting trade operations in electronic form will be among the main focuses.
The drafting of the new e-commerce-related bill serves as one of the important areas of work being carried out to develop the digital economy in Turkmenistan. The expansion of online trading platforms, digital services, and new forms of business necessitates the creation of modern legal norms in this area.
At the same time, work continues in the Mejlis of Turkmenistan to introduce amendments and additions to a number of other legislative documents. Specifically, proposals to improve the Criminal, Customs, Labor, Sanitary, and Family codes are being reviewed. This work is aimed at modernizing national legislation and strengthening the alignment of the country's laws with international legal documents.
Previously, several important steps were taken in Turkmenistan to develop the legal framework of the digital economy. In particular, in November 2025, the Law of Turkmenistan "On Virtual Assets" was adopted, defining the legal foundations for the circulation of digital assets and mining activities.
With the preparation of the new law "On Electronic Commerce," the legal framework in this area is expected to expand further. Such initiatives can contribute to the development of digital entrepreneurship, the expansion of e-commerce services, and the formation of a modern digital economy system in Turkmenistan.
