The U.S. Embassy in Turkmenistan has announced that applications are now open for the prestigious "Hubert H. Humphrey Fellowship Program" for the 2027-2028 academic year. The program is designed for mid-career professionals who have achieved success in the public sector and possess leadership qualities.

Program Content

Combining academic study and professional development, this 10-month program offers candidates the opportunity to enhance their expertise in the U.S. without pursuing an academic degree. The fellowship covers the following key areas:

  • Communications and Journalism: Investigative journalism, digital media, ensuring information integrity, and promoting freedom of speech principles.
  • Law and Human Rights/Public Policy: Strengthening legal systems, combating corruption, and developing effective governance.
  • Natural Resources and Environmental Policy: Developing strategic policies for energy independence, food security, and resource protection.
  • Economic Development/Public Policy: Implementing policies that support economic growth, market expansion, and public-private partnerships.
  • Public Health Policy and Management: Improving global health systems, preventing infectious diseases, and strengthening health management.
  • Technology Policy and Management: Managing the impact of technology, including cybersecurity, artificial intelligence, digital infrastructure, and biotechnology.

Main Requirements for Candidates

Professionals wishing to participate in the program must meet the following criteria:

  • At least five years of work experience in public service or related fields (as of August 2026).
  • Higher education degree.
  • Proficiency in English (TOEFL: 72, Duolingo: 100, or IELTS: 6.0).
  • A clear justification of how the program will contribute to their professional development.

Note: Pre-graduation work experience and teaching experience are not counted. Furthermore, U.S. Embassy employees and their family members are ineligible to apply.

  2. University diploma and transcript.
  3. Two letters of recommendation (one must be from the current workplace).

Attention: All documents must have an official translation into English. Documents in paper format are not accepted.
