As part of the reforms implemented in Turkmenistan regarding digitalization and the transition of government services into electronic format, an important step has been taken. The Ministry of Adalat (Justice) of Turkmenistan has made the electronic database of regulatory legal acts "Adalat" available online for individuals and legal entities.
Citizens and enterprises can use this system through the official website of the ministry (minjust.gov.tm) or through a special mobile application. This modern opportunity was fully launched based on Order No. 1901 of the Minister of Adalat of Turkmenistan, which was state-registered on September 1, 2025.
How to connect to the system and what are the subscription prices?
A personal subscription is registered for every user who wants to use the electronic database. The login steps consist of the following:
- Phone number verification: First, a mobile phone number is entered, and the 5-digit verification code received on it is written into the system.
- Personal information: The user fills in their first name, last name, patronymic, and passport information.
- Choosing a subscription plan: After registration, one of the following subscription plans is selected:
- 1-month subscription – 20 manats
- 3-month subscription – 60 manats
- 6-month subscription – 120 manats
- Payment system: Online payments can be easily made through the internet banking services of "Halkbank", "Senagat" Bank, or "Rysgal" Bank.
Content and modern capabilities of the database
The "Adalat" electronic database currently contains more than 13 thousand regulatory legal documents. The Constitution and codes of Turkmenistan, decrees and resolutions of the President, as well as legal acts adopted by ministries and departmental agencies are placed here.
- Period: High-level legal acts cover the years 1990–2026, and departmental documents cover the period from 1995 to the present day.
- Language support: Documents are available in Turkmen and Russian, providing readers with the opportunity to compare versions in both languages at the same time.
- Search convenience: The required document can be found in a short time by keyword, title, year of adoption, state registration number, or indexes of the general legal classifier.
- Important addition: An improved new version of the program has been operating in the system since 2022. It contains scientific and practical commentaries on codes and laws, a special legal dictionary, as well as the full text of legal documents updated taking into account the latest amendments and additions.
This digital system will be a very significant tool in ensuring the transparency of our country's legal framework and increasing the legal literacy of its population.
