In this regard, one of the largest and most significant digital projects being implemented in Turkmenistan is the Interdepartmental Electronic Data Exchange System (PEMU).
What is PEMU?
PEMU is a unified system that integrates the automated electronic databases of all government agencies into a single network. The core essence of the system is to establish an "electronic bridge" between government bodies, ensuring a reliable, accurate, and rapid exchange of information.

To date, 10 key government agencies of the country are actively participating in the PEMU system. These institutions enhance the accessibility of services by providing mutual access to their information databases.

- Ministry of Finance and Economy: Unified State Register of Legal Entities and corporate financial reporting.
- State Migration and Customs Services: Information on accreditation, legalization, and customs operations.
- State Committee for Statistics: Digital services regarding vehicle data and passport records.
8 Steps for System Integration
Government agencies and enterprises wishing to join PEMU must follow a specific sequence of actions. These stages ensure the orderly and secure operation of the system:
- Orientation: Studying the legal and technical requirements.
- Official Application: Submitting a formal request for connection to the authorized body.
- Review: Verification of the application by the relevant authority.
- Coordination: Defining technical conditions and security protocols.
- Agreement: Signing a mutual cooperation agreement between the parties.
- Testing: Verifying communication channels, data formats, and security conditions.
- Integration: Granting access to data exchange following successful trials.
- Operation: Maintaining system activity and adhering to security regulations.
