
UN Secretary-General António Guterres introduced a list of 40 experts who will join the new independent international scientific panel on artificial intelligence (AI). This panel will be the world's first fully independent global body established to monitor and assess the real-world impacts of AI development.
According to the UN News Service, Guterres noted that the panel’s work would help strengthen multilateral tools for regulating rapidly advancing technologies. The UN chief stated: "Artificial intelligence is developing at the speed of light. No single state can see the full picture of what is happening on its own," emphasizing that the world needs common benchmarks and science-based approaches.
An open global competition was announced to select candidates for the panel, receiving more than 2,600 applications. The final list includes specialists in machine learning, cybersecurity, healthcare, human rights, child development, and data management. All members of the panel will work as independent personal experts, independent of any government agencies, private companies, or organizations.
According to the Secretary-General, this panel will be a primary guide in conditions where there is an urgent need for reliable and neutral information about AI. He emphasized that the new structure would help "separate facts from misinformation."

Guterres noted that AI is already transforming the world, and the key issue is whether states can keep pace with these changes together. "The question is whether we will shape this transformation together, or let it shape us," he said.
The Secretary-General warned that finding a common platform is especially important amid growing geopolitical competition and technological rivalry. According to him, the new panel can become such a platform based on science, solidarity, and international cooperation.
