
Turkmenistan's Minister of Communications Hajymyrat Hudaygulyyew, speaking within the framework of the World Artificial Intelligence Conference (WAIC 2026) held in Shanghai on July 17–20, stated that the country is actively working on developing a national strategy for Artificial Intelligence. According to him, this document will serve as a core foundation for introducing innovations, training highly qualified personnel, and developing research activities.
Speaking at the forum titled "Cooperation in the Field of Artificial Intelligence for a Bright Future," Hudaygulyyew noted that under the leadership of President Serdar Berdimuhamedov, the state policy on digital reforms is being consistently implemented in the country. According to him, infrastructure is being modernized, the digital economy is developing, and the regulatory and legal framework is being improved in this direction.
As the minister noted, the upcoming Strategy places special emphasis on issues of security, ethics, personal data protection, and algorithmic transparency in accordance with international standards. He also emphasized that artificial intelligence opens up great opportunities in modernizing healthcare, education, and transport systems, efficiently managing water resources, and protecting the environment.
Hudaygulyyew stated that Turkmenistan is ready for active cooperation with interested partners to develop digital infrastructure, create modern data processing centers, implement joint scientific projects, and promote the responsible, safe, and ethical use of artificial intelligence technologies.
"The future of artificial intelligence must be based on cooperation and shared responsibility. By combining the efforts of states, the scientific community, and business, we can direct these technologies for the benefit of humanity, the strengthening of peace and security," the minister said, expressing gratitude to the Government of China for organizing the forum.
