The Ministry of Justice of Turkmenistan has enabled full online access to the "Adalat" electronic legal database for both individuals and legal entities. Users can now access the comprehensive legal portal via the ministry’s official website (minjust.gov.tm) or through a dedicated mobile application.

The digital initiative was established pursuant to Order No. 1901 of the Minister of Justice of Turkmenistan, which was state-registered on September 1, 2025.

To register, users enter their mobile phone number and verify it using a five-digit SMS code. Registration requires entering full personal details, including passport information, followed by selecting a subscription plan. Subscriptions are priced at 20 TMT for one month, 60 TMT for three months, and 120 TMT for six months. Payments can be processed seamlessly through the online banking services of Halkbank, Senagat Bank, or Rysgal Bank. Subscriptions are issued individually per user.

The "Adalat" legal repository contains more than 13,000 normative legal documents. These range from the Constitution of Turkmenistan and national codes to Presidential decrees, resolutions, and departmental acts registered by the Ministry of Justice. Higher-level legislative acts span from 1990 to 2026, while departmental regulations cover the period from 1995 to the present.

All documents are published in both Turkmen and Russian, with an integrated side-by-side dual-view feature. Search capabilities allow users to quickly locate files by keywords, title, year of adoption, state registration number, or general legal classification index.

The updated platform software, maintained since 2022, also includes scientific and practical commentaries on codes and laws, a legal dictionary, and fully updated versions of legislation reflecting all recent amendments and additions.
