By an order signed by the Chairman of the «Turkmenhowayollary» State Service on June 29, 2026, amendments and additions were made to the procedure for passing special and important passengers through special lounges. The document was state-registered by the Ministry of Justice on July 21, 2026, under number 1958.

Main Changes and Innovations

  • Alignment with the Management Structure: The regulations approved in 2022 were modernized, and the terms «Turkmenhowayollary» Agency» in the document were replaced with the new name — «Turkmenhowayollary» State Service.

  • List of Passengers: New rules regarding the Chairperson of the Halk Maslakhaty of Turkmenistan, the Chairperson of the Mejlis, and their deputy were introduced into the list of those possessing the status of a specially important passenger.

  • Ministries and Services: The list of heads and deputy heads of state agencies was revised. Norms regarding the ministers of automobile roads, railway transport, automobile transport, communications, as well as the heads and their deputies of the «Turkmenhowayollary» State Service and the Maritime and River Transport State Service were clarified.

  • Additions: Relevant additions related to the city of Arkadag were made to the document, and outdated terms concerning the previous management structure were removed.

Control over the execution of the order was assigned to the relevant deputy chairman of the service. These introduced changes are aimed at fully bringing the rules for servicing high-ranking passengers in air transport into compliance with the current management system of our country.
