Turkmenistan Increases Fines for Traffic Violations
Significant amendments and additions have been made to Article 228 of the Code of Administrative Offenses of Turkmenistan. This Law, signed by President Serdar Berdimuhamedov, will come into effect on May 1, 2026.
Key Updates and New Fine Amounts:
The new legislation not only increases the fine amounts but also strengthens the requirements regarding the possession and validity of driving documents:
- Driving Without Documents in Possession: The fine for operating a vehicle without carrying a driver’s license or a power of attorney has been increased to 1 calculation unit.
- Driving Without a Valid Power of Attorney: Operating a vehicle without a document granting the right of use (power of attorney), or handing over a vehicle to a person without such a document, now carries a fine ranging from 2 to 3 calculation units.
- Driving Without a Valid License: The fine for operating a vehicle by a person who does not hold a driver's license or has been disqualified from driving has been increased from the previous 3–5 units to 5–8 calculation units. Any person who entrusts their vehicle to such a driver will be subject to a fine of 6 calculation units.
- New Provision — Expired License: A new fifth part has been added to the article. Operating a vehicle with an expired driver’s license or a temporary permit now carries a specific fine ranging from 3 to 5 calculation units.
