Annasakhet Kakayev, Deputy Chairman of the State Committee of Turkmenistan for Television, Radio Broadcasting and Cinematography, delivered an address at the panel session entitled “Media and Communications in the Turkic World”, held in Ankara. The forum is being organised on 30–31 October 2026 by the Directorate of Communications under the Presidency of the Republic of Türkiye.

Taking part in the Turkic World Dialogue Forum for the first time, Annasakhet Kakayev highlighted the important role of information in bringing peoples closer together and shaping public opinion. He noted that the main task of mass media is to strengthen mutual trust and respect. The increasing speed of information dissemination, in turn, makes ensuring its accuracy and reliability even more important.

With the aim of developing media cooperation among Turkic states and enriching the content of information exchange, the Turkmen representative put forward five proposals.

The first proposal concerns expanding the exchange of reliable information among television and radio broadcasters, as well as news agencies.

The second area involves implementing joint media projects. In particular, it was proposed to produce television programmes, documentaries and interviews about the shared history and cultural heritage of Turkic peoples, and distribute them in different languages with subtitles and dubbing.

The third proposal focuses on developing cooperation in the digital space. In this regard, the importance of exchanging experience in creating media products featuring national content in modern formats for young audiences was emphasised.

The fourth area is related to improving information reliability and media literacy. Annasakhet Kakayev stressed the importance of verifying information sources and comparing and analysing facts. He also noted that the use of artificial intelligence technologies should be based on the principles of transparency, respect for copyright, protection of personal data and preservation of historical truth.

The fifth area предусматривает the exchange of experience among young journalists, editors, directors, camera operators, and specialists in sound and digital technologies. To this end, it was proposed to organise masterclasses, training seminars and professional internships, as well as digitise television, radio and film archives.

To put these initiatives into practice, the Turkmen representative proposed establishing regular working contacts among media organisations of the Turkic states and developing mechanisms for the advance exchange of information about major cultural and media events. It was particularly emphasised that cooperation should be conducted with respect for the national legislation and editorial independence of the participating parties.

Concluding his address, Annasakhet Kakayev recalled that Turkmenistan’s foreign policy is based on its legal status of permanent neutrality. He noted that Turkmenistan is interested in further developing cooperation with Turkic states on the principles of mutual respect, equality and shared interests.

He also emphasised that, under the leadership of President Serdar Berdimuhamedov, Turkmenistan pays particular attention to improving the work of mass media and expanding the use of digital technologies.
