Effective May 1, 2026, a new law signed by President Serdar Berdimuhamedov will come into force. Under this law, fines for the turnover of products without excise stamps or without a proper license have been significantly increased.

Key Amendments and New Fines (Article 315):

1. Products Without Excise Stamps (Markings) (Part 3): For the sale, storage, or transportation of alcohol and tobacco products without the required stamps (markings):

  • For Individuals: from 3 to 5 base units (previously "up to 5").
  • For Officials: starting from 10 base units (previously 5).
  • For Legal Entities: starting from 20 base units (previously 10).

2. Unlicensed Turnover (New Part 5): For the production, storage, or sale of alcohol, beer beverages, wine materials, and tobacco products without a relevant license:

  • For Individuals: from 6 to 8 base units.
  • For Legal Entities: from 30 to 50 base units.
  • Additional Measure: Potential confiscation of goods in favor of the state.

3. Repeat Offenses (New Part 6): If the aforementioned violations are repeated within one year after the application of an administrative measure:

  • For Individuals: from 10 to 15 base units.
  • For Legal Entities: from 60 to 100 base units (with continued possibility of product confiscation).
