Within the framework of the state policy consistently implemented under the leadership of President of Turkmenistan Serdar Berdimuhamedov, Turkmenistan and the United Kingdom are elevating their cooperation in the field of education to a new, practice-oriented level. The signing of four cooperation documents is the result of systematic efforts to expand international collaboration and create sustainable mechanisms for transferring advanced educational practices into the national education system.

It is particularly noteworthy that these agreements fully align with the priority areas of reforms in the national education system, as well as the goals of the Strategy for the Development of Higher Professional Education in Turkmenistan for 2026–2052, its implementation Program for 2026–2030, and the Concept for Improving Teaching Methodology for General Education Programs in Turkmenistan until 2028.
The four documents define four interconnected areas of practical cooperation:
- Memorandum of Understanding between the Ministry of Education of Turkmenistan and Pearson on cooperation in skills certification. Collaboration with Pearson is aimed at introducing modern solutions in internationally recognized qualifications and certification, including the development of digital formats for assessment and test management. The practical focus of this partnership is to introduce testing mechanisms that measure learning outcomes, create "feedback" to improve curricula, and facilitate international recognition of graduates' professional competencies.
- Memorandum of Understanding between the Ministry of Education of Turkmenistan and AQA Global Assessment Services Ltd on cooperation in educational assessment. The document signed with AQA creates a foundation for improving the quality of assessment at the school level and, where necessary, professional education: developing the competencies of assessment specialists, refining approaches to the development of control materials, and increasing the transparency and comparability of results. This area is directly linked to the modernization of subject teaching in general secondary education and strengthening evidence-based approaches in quality management. It is of particular importance within the transition to more transparent, evidence-based, and comparable approaches to measuring learning outcomes in Turkmenistan.
- Memorandum of Understanding between the National Institute of Education of Turkmenistan and the Norwich Institute for Language Education (NILE). Cooperation with NILE focuses on implementing practical programs for teacher professional development, advancing teaching methodologies, and creating sustainable professional communities for educators. Emphasis is placed on practical tools for improving the quality of education, including the enhancement of English language teaching, as well as the implementation of Continuous Professional Development (CPD) and mentoring models.
- Memorandum of Understanding between the Dovletmammet Azadi Turkmen National Institute of World Languages and Nottingham Trent University. This document is aimed at developing cooperation with the D. Azadi Institute. Within the framework of the memorandum, it is planned to implement joint educational initiatives, develop practical areas of staff training, establish academic exchanges, carry out joint projects, and strengthen the practice-oriented component of training. This cooperation complements systemic tasks to modernize the higher education system and increase the international competitiveness of educational programs.
Following the signing ceremony, the Deputy Minister of Education of Turkmenistan, A. Atayev, held targeted negotiations with representatives of leading UK educational organizations (Pearson, AQA, NILE, and Nottingham Trent University).
To implement the agreed-upon tasks, it is planned to establish joint working groups and prepare technical specifications and a phased "road map" (specifying pilot institutions, indicators, timelines, and responsible parties).
The signed documents confirm the parties' readiness not only to announce cooperation but also to implement specific joint projects aimed at improving the quality of education, developing human capital, and achieving Turkmenistan's long-term strategic goals.
