To the people of Independent, Permanently Neutral Turkmenistan!
Dear compatriots!
I sincerely congratulate you on the International Day of Neutrality and on the remarkable 30th anniversary of Turkmenistan’s Permanent Neutrality.
From the first days of its internationally recognized Independence, Turkmenistan chose its national path of foreign policy and integration into international relations, and on December 12, 1995—with the strong political support of the world community and the adoption of a historic Resolution by the UN General Assembly—received the legal status of Permanent Neutrality. Neutrality opened new opportunities for our country located at the crossroads of Asia and Europe, in the center of the Great Silk Road, to develop broad international cooperation and promote initiatives supporting global peace, security, and sustainable development.
Within a short time, glorious pages have been written in the modern history of our Motherland, and our neutral state has become a reliable partner and a center of peace. Through the international initiatives put forward by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Hero Arkadag, the UN Regional Centre for Preventive Diplomacy for Central Asia was opened in Ashgabat. Turkmenistan has repeatedly been elected Vice-President of the UN General Assembly and to various UN structures.
The third adoption of the Resolution “The Permanent Neutrality of Turkmenistan” at the 61st plenary meeting of the 79th session of the UN General Assembly — held in the International Year of Peace and Trust — is a high recognition of the principles of neutrality, rooted in millennia of Turkmen history and transformed into universal human values, as well as of our country's initiatives aimed at ensuring peace, stability, and development on Earth. All this once again confirms the correctness of the path chosen by our democratic, legal, and secular state and its global significance.

In the Revival of the New Era of a Powerful State, strictly adhering to international obligations and principles of international law, we are effectively implementing the geopolitical and geo-economic potential of our country for peaceful life, creative development, and mutually beneficial cooperation. In line with our foreign policy strategy, we attach great importance to strengthening ties with authoritative international organizations such as the UN, EU, SCO, CIS, OSCE, Non-Aligned Movement, OIC, and with countries of the Asia-Pacific region, the Middle and Near East, Europe, and the Americas. The successful hosting of the Third UN Conference on Landlocked Developing Countries in the “Awaza” National Tourism Zone and the unanimous adoption of the Resolution “Awaza Political Declaration” are historic events confirming the international authority of our neutral state.

Independence and Neutrality are the main pillars of our Motherland, the source of all our achievements and successes. Guided by the principle “The Motherland is a Motherland only with its people! The state is a state only with its people!”, we are implementing major reforms to make our neutral country a place of happy life for its citizens and a strong democratic and legal state. With the creative strength and patriotic pride of our people, we continue to build new modern towns and villages, and create major industrial, energy, and transport–communication infrastructure. All these efforts strengthen global peace and sustainable development, and enhance Turkmenistan’s reputation as a powerful and neutral state.
