Turkmenistan Implements Military Discharge and Next Conscription Based on Presidential Decree

On September 17, 2025, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Serdar Berdimuhamedov, signed a decree titled “On Discharging Conscripts from the Armed Forces, Other Troops, and Military Agencies of Turkmenistan, and on the Next Conscription of Citizens for Military Service.” This decree, adopted in accordance with the Constitution and the Law of Turkmenistan "On Military Duty and Military Service," marks a significant step in the country’s defense system.

Discharge from Military Service

According to Article 1 of the Decree, conscripts who have served their full term under the law will be honorably discharged from the Armed Forces and other military institutions between October and December 2025. The discharge ceremonies will be held solemnly, with distinguished soldiers being recognized for their service.

Next Military Conscription

Article 2 of the Decree states that male citizens who have turned 18 by the date of conscription and do not have deferral rights — as well as those who have lost such rights but are under 27 — will be called to military service during the same period.

Implementation and Responsible Agencies

President Berdimuhamedov instructed the heads of the Ministry of Defense, Ministry of Internal Affairs, Ministry of National Security, State Border Service, State Migration Service, and the Presidential Security Service to ensure the organized and timely implementation of both discharge and conscription activities.

This decree reflects Turkmenistan’s commitment to fulfilling military duty, fostering patriotism among youth, and modernizing the Armed Forces.
