In Russia, discussions are underway about launching a “super network” for mobile communications: what it is and why users need it.
So far, talks are still ongoing, and none of the major operators have officially confirmed their participation. However, if the project is implemented, it could change the mobile market in Russia by improving accessibility and quality of connection for millions of users.

In Russia, a multiservice network or so-called "super network" for mobile communication might be introduced, allowing automatic connection to the best signal from any operator at a specific location. The initiator is "SberMobile," a virtual operator owned by Sber. The company has already started negotiations with representatives of the "big four" — MTS, MegaFon, Beeline, and Tele2.
The multiservice network will give users the ability to automatically switch between networks of different operators depending on coverage quality. For example, if one operator has a weak signal, the smartphone will instantly connect to another without losing the connection.
Currently, "SberMobile" uses the infrastructure of different operators but is tied to only one network in each region. In 69 regions, this is Tele2; in the rest — MegaFon and Miranda (Crimea).
Similar networks already operate abroad:
For example, American US Mobile provides subscribers access to three networks, allowing them to choose the best option. Implementation in Russia is also possible, and without large investments, say "SberMobile."
What this means for users:

But not all operators are happy:
Traditional operators may see the project as a business threat because they will have to maintain and develop networks, while MVNOs like "SberMobile" do not bear these costs. However, if Sber's subscriber base generates significant traffic, cooperation could be beneficial for them.
