The President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council.

The agenda included reviewing the results of the activities of military and law enforcement agencies over the past nine months, ensuring national security, modernizing the material and technical base of security structures, and enhancing the efficiency of their operations.

Minister of Defense and Secretary of the State Security Council B. Gundogdyev reported on the measures taken to strengthen the country’s defense capability, the digitalization of National Army units, improvements in service and living conditions for military personnel, and the outcomes of the military parade held in honor of the Independence Day. President Serdar Berdimuhamedov instructed to maintain strict control over conscription and discharge processes and to continue the modernization of the army in line with Turkmenistan’s defensive Military Doctrine.

Prosecutor General B. Mukhammedov reported on prosecutorial oversight of the implementation of legislation, enforcement measures taken, and the implementation of the Development Program for the Prosecutor’s Office. The President emphasized the importance of strengthening the rule of law and issued specific instructions.

Minister of Internal Affairs M. Khydyrov reported on efforts to maintain public order, prevent violations, develop the Fire Safety Service, and the results of the campaign titled "Traffic Safety – Peace of Our Lives". The President instructed to continue practical work in these areas.

Chairman of the Supreme Court B. Khojamgulyev reported on the introduction of digital technologies, employee training, and improvements within the judiciary. The President highlighted the need for continued development and modernization of the judicial system.

Minister of National Security N. Atagaraev reported on the implementation of the development program of his agency, digitalization, and national security measures. The President stressed the importance of reliably protecting the constitutional order and national interests, and instructed to continue refining the work of the ministry.

Head of the State Border Service Y. Nuryyev reported on the protection of state borders, modernization of border units, and the creation of favorable conditions for the service and living standards of military personnel and their families. He noted the recent opening of a new building complex for the “Sarahs” border detachment as evidence of ongoing military reforms. The President emphasized the need to strengthen border security and improve living conditions for border guards.

Minister of Justice (Adalat) M. Taganov reported on the ministry’s development efforts, staff training, and legislative improvement proposals. The President stressed the significance of legal support for state development and gave relevant instructions.

Chairman of the State Customs Service M. Khudaykulyyev presented a report on the activities of his department and the measures taken to modernize its technical capacity. The President instructed to improve control over compliance with regulations on imported goods.

Chairman of the State Migration Service A. Sazakov reported on the implementation of digital technologies, capacity-building of staff, and the execution of the agency’s development program. The President emphasized the importance of improving the service’s operations and overseeing compliance with migration laws.

Adopted Decisions

The President signed a document on the establishment of new structures of security and law enforcement bodies in the newly formed districts of the country's provinces (velayats).

Summarizing the meeting, President Serdar Berdimuhamedov stated that Turkmenistan continues its policy of permanent neutrality and adheres to a defensive Military Doctrine. He noted the importance of strengthening the country's defense capacity and improving the living conditions of military personnel and their families.

The President congratulated the participants on the successful organization of the military parade held in honor of the 34th anniversary of Turkmenistan's independence. Leaders of the military and law enforcement agencies assured their full commitment to faithfully fulfilling their military duties and loyally serving the homeland.

The meeting also addressed several other issues, and corresponding decisions were adopted.
