Meeting of the State Security Council of Turkmenistan

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov held a regular meeting of the State Security Council.

Agenda of the Meeting
The meeting focused on reviewing the results of the activities carried out by military and law enforcement agencies over the past nine months of this year. Topics included ensuring national security, modernizing the material and technical base of law enforcement bodies, and increasing the effectiveness of their operations.

Reports by Heads of Security Agencies

Minister of Defense and Secretary of the State Security Council B. Gundogdyev reported on measures to strengthen the country’s defense capability, the introduction of digital systems in National Army units, improvement of service and living conditions for military personnel, and the military parade held on the occasion of Independence Day.
President Serdar Berdimuhamedov instructed to ensure an orderly conscription and discharge process, and to continue modernizing the National Army in accordance with the Military Doctrine.

Prosecutor General B. Muhamedov presented a report on law enforcement, results of work for the past nine months, measures taken to ensure compliance with legal norms, and implementation of the development program for the prosecution system.

Minister of Internal Affairs M. Hydyrov reported on efforts to maintain public order, prevent legal violations, improve the performance of the Fire Safety Service, and events held under the motto: "Traffic safety – the key to peaceful life."
The President instructed to continue work in these areas.

Chairman of the Supreme Court B. Hojamgulyyev reported on the implementation of digital systems, professional development of staff, and improvement of the judicial system.
The President stressed the importance of continuing these efforts.

Minister of National Security N. Atagarrayev provided information on the implementation of the development program of his institution, digitization, and actions taken to ensure state security.
The President instructed to continue ensuring reliable protection of the constitutional order and national interests.

Head of the Border Service Y. Nuryyev reported on measures taken to protect the state border, modernize the technical infrastructure of border units, and improve the service and living conditions of border guards.
Special mention was made of the opening of new buildings at the “Sarahs” border post.
The President gave instructions to ensure reliable border protection and improve conditions for service members.

Minister of Justice M. Taganov reported on the implementation of the ministry's development program, staff training, and proposals for improving the legislative framework.
The President emphasized the importance of legal support for the state and gave relevant instructions.

Head of the Customs Service M. Hudaygulyyev reported on the agency’s work and improvement of its technical equipment.
The President instructed to strengthen control over the compliance of imported goods with regulations.

Head of the Migration Service A. Sazakow reported on the implementation of digital technologies, improvement of personnel training, and execution of the development program.
The President gave instructions to strengthen oversight of the implementation of migration laws and improve the agency’s operations.

Decisions Adopted

The Head of State signed a document on the creation of appropriate military and law enforcement units in the newly formed districts of the provinces.

Summing up the meeting, President Serdar Berdimuhamedov emphasized that Turkmenistan continues to adhere to its policy of permanent neutrality and conducts its activities in line with its defensive Military Doctrine.
Special attention is being paid to strengthening the country's defense capabilities and improving the living conditions of military personnel and their families.

The President congratulated all participants on the successful organization of the military parade dedicated to the 34th anniversary of Independence.
Heads of law enforcement agencies confirmed their readiness to serve the Homeland with loyalty.

Several other issues were also discussed during the meeting, and appropriate decisions were adopted.

The Head of State wished all participants strong health and success in their responsible service for the peaceful and prosperous life of the country.
